The vast majority of youth offenders suffer from some form of childhood trauma
These traumas can easily lead to drug abuse and anti-social behavior
Once the youth is brought into the prison system these traumas are compounded. For years the California prison system led the nation on inmate on inmate violence, with little or no focus on rehabilitation.
For these youths that lived through that violent era escapism became the norm where heavy use of drugs and alcohol became a coping mechanism.
The California Board of Parole continues to criminalize addiction by handing out stiff denials of 3, 5, 7, or 15 years to individuals that have been incarcerated for over two decades or in the case of Anthony Hemphill, 38 years.
The BPH has failed to acknowledge the role that the system they work for played a part in Mr. Hemphill’s addiction. <br>

Mr. Hemphill has not had a violent incident since 1989, clearly showing he is no threat to any other human being. Mr. Hemphill’s co-defendant was released 5 years ago taking full responsibility for the shooting, but clearly the BPH is more than willing to let Anthony die in prison because of addiction issues.
CDCR has recently contracted out over 160 million dollars for an in house substance abuse treatment program. Unfortunately the waiting list is so long that it can take years to actually get in, leaving an addict in limbo. High control parole in a treatment facility in a healthy environment is humane, more prison time is just plain cruel.
